Yesterday a second Edict was issued on this question.

It is, I gathered to-day from the Wai-wu Pu, to be followed by additional Regulations, in which the conditions for effecting the gradual diminution of native opium cultivation will be laid down. The immediate object of the Edict is to secure that the Regulations already published shall be carried out with greater uniformity.
